Achievements of Bangalore Traffic Police – 2012

Bangalore city is one of the fastest growing cities of India.  The vehicular population is increasing with the equal pace of increase in population.  The vehicular population increased from 1.75 lakhs in 1985 to 42 lakhs in 2012.  On an average 1000 vehicles are being added on each single day.  The road accidents have depicted a decreasing trend when compared with the above statistics.  By the end of the year 2012, 5502 accident cases have been reported and this figure is the least in the past 20 years.  Apart from this, by the end of 2012, a total of 755 individuals were killed, which is the lease for the past 11 years.  Bangalore Traffic Police have achieved this distinction by adopting several measures and people friendly programmes.  Some of the new initiatives are listed below:

1) Establishment of 3 new Traffic Police Stations:

Keeping in view the increasing vehicular population, an effort to reduce the road accidents and to effectively managing the traffic situation, Government of Karnataka by its order allotted 3 new traffic police stations viz. 1) Kengeri Traffic Police Station, 2) Jalahalli Traffic Police Station and 3) Hulimavu Traffic Police Station and commissioned them.

2) Effective enforcement of Traffic rules:

In the past decade, Bangalore Traffic Police have registered highest number of traffic rules violations, in the year 2012 52 lakh cases were registered and Rs. 53.85 crore as fine amount were made to be paid by the violators.  No other city in the world has distinction of registering these many numbers of violations and also highest fine ever being paid.

3) Suspension of Driving License of repeated offenders:

A database of road users violating traffic rules repeatedly was made, for those found to be violating traffic rules repeatedly were identified,  their driving licenses were seized along with the details of such violations were sent to the Driving license issuing Regional Transport Offices for further processing.  A total of 4537 Driving Licenses were sent for further processing with a request to suspend them.  By this action, it was successful to bring in more discipline in abiding traffic rules on the roads of Bangalore City.  In future days to come, these measures will be undertaken more effectively.

4) Automation Enforcement:

To bring in more transparence in payment of fine for the traffic violations registered against the vehicles and to remove the contact between the violator and Traffic personnel, Surveillance cameras and 500 digital cameras were provided to policemen manning the junctions. Photographs of the violation were captured and notices were raised.  During the year 2012 16,91,863 cases were booked using the cameras.

5) Implementation of Uniform Speed Limits

To implement Uniform Speed Limits for different class of vehicle across the roads of Bangalore City and in an effort to provide awareness to the public a campaign was undertaken.  In each of the traffic police station limits, prominent road and junctions were identified and were flooded with advertisements for publicity purpose.  Additional 4 interceptor vehicles were used to book 1.19 lakh cases against violating individuals, riding their vehicles in rash and negligent manner.

6) Effective campaigns:

To prevent road accidents, special drives against the Drunken Driving were undertaken and during 2012 approximately 60000 cases reported across the city, were registered and produced before the Courts.

  • An effective campaign against the helmet less two wheeler drivers was undertaken during 2012 with a total of 7.52 lakh cases being registered.
  • A special campaign against use of mobile phone while driving was conducted and a total of 2.07 lakh cases was registered.
  • Reckless driving was one of the major ingredients contributing for road accidents.  To control the speed, all across the city, conspicuous locations were identified, scientific road humps were installed along with this, cases against the drivers who drove their vehicle in reckless and negligent manner were registered.

7) Lane Discipline Campaign: 

In central part of Bangalore City, places with high traffic density were identified.  Wherever the roads are broad with a free left turn or right turn reflective tubular cones were installed to bring in lane discipline.  Sri. Rahul Dravid, the famous cricketer and undisputed youth Icon was chosen as the ambassador to inaugurate the lane discipline campaign which resulted in effective implementation of lane discipline among road users and more than anticipated decline in the road traffic accidents.

8) Ambulance Priority Campaign:

By sharing practical experiences and insights in to the priority for the ambulance, and role of road users on the road while driving the vehicle and what steps to be taken during emergencies, Dr. Veerendra Heggade, Dharmaadhikari of Dharmastala inaugurated the Ambulance Priority Campaign.  The ambassador of Ambulance Priority was wholeheartedly accepted and resulted in more awareness created for the priority for the ambulances among the public which also helped to control the occurrence of road accidents and save lives of sick and critically injured.

9) Innovative Public Eye Campaign: 

A new initiative involving the general public to assist the traffic enforcement personnel with intention to discipline the ever increasing vehicle users population and to bring in strict adherence to traffic rules by the road users, a new innovative campaign “Public Eye” was designed.  Under which, the public was provided an opportunity to capture the traffic violations done by the road user through mobile phone cameras, digital cameras etc., and upload the same on to the Bangalore Traffic Police website along with details of the location, date and time.  A team of personnel will scrutinize the available information and raise traffic violating based on the photographic evidence.  In this regard, more than 600 photographs depicting the violations were raised.  This has brought in awareness in public to follow traffic rules which has resulted in contributing to reduction in the traffic accidents beyond expectations.

10) Seat Belt Campaign: 

On the outskirts of the city, the density of vehicular traffic is less prompting, car drivers to make habit of driving recklessly and rash manner, due to which accidents occur.  If they have not used the seat belts for fastening themselves to the seats, chances of simple accident turning into fatal accidents are more.  A special campaign in all roads of Bangalore City to ensure use of seat belt while driving effectively resulted in reduction of traffic accidents successfully.  A total of 1.95 lakh cases violating use of seat belts were registered.

11) Campaign to remove tincted glasses:

Hon’ble Supreme Court of India vide its ruling in Writ petition No. 265/2011 gave directions extending to entire India, regarding use of tinted glasses and non use of black films of any VLT percentage on the front and rear, side glasses of the vehicle.  Bangalore City police effectively have implemented the directions on all vehicles plying with the black films on the glass.  Sufficient time was given to the public to remove the black films, after which a campaign was undertaken to remove black films free of cost, which resulted in appreciation from the general public.

12) Auto Rickshaw Reforms: 

Bangalore City is known as Silicon City due to high density of software companies owing to which, various malls, multi storied buildings come into existence.  In the city, the auto rickshaw drivers refuse to go for hire for destinations and also were in the habit of demanding excess fare, in this regard huge complaints were raised by the public with the traffic police.  The following actions were taken by Bangalore Traffic Police:

a) 16 prominent places were identified to start Pre-Fixed Auto counters and were started.

b) The Auto Display Card system to the auto rickshaw drivers was revitalized by displaying them prominently in the auto visibly to the passengers boarding it.  Whenever things were left behind in the auto rickshaw,  they were traceable because of this campaign.

c) The IVRS complaint system to report demanding of excess fare and refuse to go for hire was established enabling prosecution of the auto rickshaw drivers.

d) The SMS facility was also provided to register complaint against such erring auto drivers.

e) Complaint by e-mails against the erring auto drivers was also established.

f) Complaints received through the Bangalore Traffic Police facebook page against such erring auto drivers were also considered.  

13) Road Safety Training for Professional Drivers: 

Apart from the native software companies, multinational software companies also exist in Bangalore City.  Thousands of employees travels to these software companies daily to and fro, from their residence and are dependent on the private transport vehicles.  The drivers of such private transport vehicles plying the employees, were imparted training in road safety and defensive driving.  Which resulted in disciplining the drivers and in reduction of traffic accidents.

14) Road Safety Training for School bus / van drivers:

Bangalore City consist of thousands of educational institutions.  In view of safety to school students of these institutions, school bus/ van drivers were sensitized by giving special training.  Adequate training imparted involving awareness of all critical safety subjects regarding plying of the students to the institutions was made successfully.  This programme also contributed towards the reduction of accidents.

15) Carrying of Excess children in Auto rickshaw: 

Stringent action on the auto rickshaw drivers plying more than 6 school children (permitted) was initiated.  It amounted to permit condition violations, such offenses were sent to the court for compounding, resulting in reduced violations.  A total of 2159 such cases were registered.

16) Zero Tolerance Roads:

Vehicular population increased day-by-day in Bangalore City resulting in increase in the number of vehicles involving in wrong parking and causing obstacles for the traffic system.  107 roads were identified and nominated as Zero Tolerance Roads to overcome the wrong parking obstacles, and ensured through proper enforcement that, no parking violations caused such obstacles.   With this traffic flow smoothened and reduced accidents caused because of wrong parking. 

17) Removal of unscientific road humps: 

Unauthorized road humps on the roads of Bangalore city were identified which were contributing for fatal accidents involving two wheeler drivers (and that too during night hours) by way of self accidents.  In view of reducing these kind of accidents in Bangalore City, Bangalore Traffic Police identified unauthorized and unscientific road humps were removed.   On the main roads, to control road accidents occurring due to the speed of the vehicle and at required places IRC standards scientific road humps only were installed.

18) Effective Citizen Interaction:

In view of ensuring smooth traffic flow and to reduce the road accidents at Bangalore City level under the Chairmanship of Commissioner of Police, Bangalore City, Citizen’s Traffic Forum was started, in this opportunity was provided to traffic experts, social welfare personnel and chosen general public, to air their views.  To implement appropriate suggestions necessary measures were taken.  On the same model every 3rd Saturday of the month in all 42 Traffic Police Stations, Police station level meetings involving general public were undertaken by the Police Inspectors between 11-30 and 01-30.  In this regard, lot of appreciation from general public was forthcoming, suggestions made in these meetings were perused deeply and appropriate suggestions implemented brought in community policing aspects by Bangalore Traffic Police.  You can find unique government department face book page with more than 57000 followers in ‘Bangalore Traffic Police’ face book page.  Owing to the distinction of being the only Government department/organization face book page with highest followers.
